Thesis : Drug user are better rehabilitated than punished in prisons.
Argument :
- Most of drug user are actually victim of persuasive peddler.
- Arresting drug user doesn't solve the problem, because drug user will be still addicted if they didn't get proper rehabilitation.
- The prison will not be packed up, if we rehabilitate the drug user.
